Some Cisco WLAN access points and VoIP phones supported a proprietary form of PoE many years before there was an IEEE standard for delivering PoE. Cisco's original PoE implementation is not software upgradeable to the IEEE 802.3af standard. Cisco's original PoE equipment is capable of delivering up to 10 W per port. In a passive PoE system, the injector does not communicate with the powered device to negotiate its voltage or wattage requirements but merely supplies power at all times. Most passive systems use the pinout of 802.3af mode B (see § Pinouts) – with DC positive on pins 4 and 5 and negative on 7 and 8. The original PoE standard, IEEE 802.3af-2003, now known as Type 1, provides up to 15.4 W of DC power (minimum 44 V DC and 350 mA) on each port. Both of these standards, 802.3af and 802.3at, were later incorporated into the IEEE 802.3-2012 publication. A huge benefit for type 1 devices is the power requirements. Because these have the lowest power requirements, that equates to lower capacity power supplies and circuits to the switches. In other words, it can be more economical. 802.3af devices are compatible with 802.3af and 802.3at switches. It is not a matter of one versus the other. With 802.3at being the newer standard, on the switch side, it is backward compatible. If a port can only negotiate 802.3af due to the end device only supporting that, there will be no issues. The 802.3af standard is also referred to as simply PoE. This is because it is the initial PoE standard. It allows for a maximum of 15.4 watts. Devices that consume at this wattage or less are type 1 devices. Another benefit of this is that at the switch level, it supports type 1 and 2 devices as it is backward compatible with 802.3af.

The difference between 802.3af vs. 802.3at (PoE vs. PoE+, respectively) is the amount of power delivered. The 802.3af PoE standard delivers 15.4 Watts to endpoint devices, while the more recent 802.3at PoE standard delivers 25.5 Watts to endpoint devices. Eventually, the industry developed the 802.3bt standard, also known as PoE++. An 802.3bt device delivers 60 Watts of power from the PSE (power sourcing equipment) to ensure 51 Watts to the PD. Industry adoption of 802.3bt was slow as several device manufacturers developed their own technologies during the “wild-wild west” period.
