When Windows 7 released, Microsoft did eventually end the licensing of Windows XP for all new devices, so netbook manufacturers had to increase specifications in order for their devices to be able to run at least Windows 7 Starter Edition. This pushed netbooks into a market niche where they had few distinctive advantages over traditional laptops. With these constraints and the increasing popularity of tablet computers in 2011, it led to declining sales of netbooks. For Windows 7, Microsoft introduced a new stripped-down edition intended for netbooks known as "Starter", exclusively for OEMs. In comparison to Home Premium, Starter has reduced multimedia functionality, does not allow users to change their desktop wallpaper or theme, disables the "Aero Glass" theme, and does not have support for multiple monitors. For Windows 8, in a ploy to counter ChromeOS-based netbooks and low-end Android tablets, Microsoft began to offer no-cost Windows licenses to OEMs for devices with screens smaller than 9 inches in size. Microsoft announced on April 8, 2008, that, despite the impending end of retail availability for the operating system that June, it would continue to license low-cost copies of Windows XP Home Edition to OEMs through October 2010 (one year after the release of Windows 7) for what it defined as "ultra low-cost personal computers"—a definition carrying restrictions on screen size and processing power. The move served primarily to counter the use of low-cost Linux distributions on netbooks and create a new market segment for Windows devices, whilst ensuring that the devices did not cannibalize the sales of higher-end PCs running Windows Vista. Since 2010, major netbook manufacturers no longer install or support Linux in the United States. The market was ready and clearly had indicated it wanted something new; disruption was imminent. Now, however, the Netbook's future remains bleak as does Microsoft's ability to compete with the iPad. Microsoft had a choice; it could use Windows 7 to bolster Netbooks, or wait for another vendor to disrupt its PC licensing revenue. It chose the latter, and has been working to correct ever since. Windows 8 was designed tablet-friendly and designed as a single solution for tablets and desktops. The tiny screens and keyboards were problematic for business users, so manufacturers started making bigger models with 12"-15" displays (the laptop sweet-spot). Vista was never a realistic option for these lightweight machines. Microsoft saw an opportunity to stifle Netbook sales with the launch of Windows 7. The software maker imposed device restrictions on the light version (Starter Edition) of Windows 7 licenses. The restrictions limited Netbooks to hardware with screen sizes of 10.1" or smaller. With the launch of Windows 7, Netbook growth stalled and laptop computer sales began to recover.

The trend is still stronger on weekends, with e.g. 17 July 2016 showed desktop at 44.67%, "mobile" at 49.5% plus tablets at 5.7%. Recent weekly data shows a downward trend for desktops. In May 2020, Gartner predicted further decline in all market segments for 2020 due to COVID-19, predicting a decline of 13.6% for all devices. while the "Work from Home Trend Saved PC Market from Collapse", with only a decline of 10.5% predicted for PCs. However, in the end, according to Gartner, PC shipments grew 10.7% in the fourth quarter of 2020 and reached 275 million units in 2020, a 4.8% increase from 2019 and the highest growth in ten years." By late 2016, Android had been said to be "killing" Apple's iOS market share (i.e. its declining sales of smartphones, not just relatively but also by number of units, when the whole market was increasing). Gartner's press release stated: "Apple continued its downward trend with a decline of 7.7 percent in the second quarter of 2016", which is their decline, based on absolute number of units, that underestimates the relative decline (with the market increasing), along with the misleading "1.7 percent [point]" decline. In June 2016, Microsoft claimed Windows 10 had half the market share of all Windows installations in the US and UK, as quoted by BetaNews: Microsoft's Windows trends page [shows] Windows 10 hit 50 percent in the US (51 percent in the UK, 39 percent globally), while ... This conflicts with statistics from IDC that say the tablet market contracted by 10% in 2015 with only Huawei, ranked fifth, with big gains, more than doubling their share; for fourth quarter 2015, the five biggest vendors were the same except that Amazon Fire tablets ranked third worldwide, new on the list, enabled by its not quite tripling of market share to 7.9%, with its Fire OS Android-derivative.

Note the downward dip and upward spike around the launch of Windows 7 – but also the slight downward trend in profit (and slighter one in revenues) per PC sold. That seems to be due to more piracy when PCs sell in south-east Asia, meaning Microsoft doesn't get a 1:1 payment per machine. PCs, though, are going to keep selling, and there's no sign of people abandoning Windows. But if IDC keeps revising those figures downwards as the years go on, and the PC market turns instead to tablets, then Windows, as a business, will slow down too. Microsoft announced its results, and they showed that Windows revenue rose more strongly than PC sales did – indicating that enterprises have begun to upgrade from Windows XP (which is still going, still getting support and still suits some businesses, it seems) to Windows 7. Apple's iPad sales and PC trends point to a big future for tablets, but a new Forrester report sees promise for bigger machines ... Now that the numbers are in, we can get a view on how the PC industry is doing – both the bit that Microsoft licenses directly (through Windows) and Apple's slice. The wisdom of analysts is now forecasting that the release of Windows 8, expected around October (with a sort-of "final-ish" release version in June), will lead to an uptick in sales for the year. But when you compare such forecasts with those made earlier, it becomes clear that actually, forecasts for the PC market are being pared back.
